Fallout 4's Creation Kit Finally Arrives; PC Mods Now, XBO in May, PS4 in June
At long last, the Creation Kit is here for Fallout 4, bringing with it the official tools to properly build and integrate mods into Bethesda's latest RPG. Of course, this hasn't stopped modders since the game came out in November, as the Nexus has more than 8,000 files available to downloa and work into your game (I'm already up over 180 installed mods on my copy). It's an impressive amount when you consider these modders have done it all without the Creation Kit, so now we can only go up from here in terms of content and options. New quests, voiced companions and NPCs, new lands, more outfits and weapons, expanded dialogue, and far more is possible with the Creation Kit, with everything handled inside of Fallout 4. That's right, you can browse, download, install, provide feedback, and select favorites from inside the Mods menu in Fallout 4. For the Creation Kit, you just have to grab the Bethesda.net launcher and go from there. It's all quite streamlined and simple, which is nice to have for a game.
To go with the Creation Kit, Bethesda has an update on mods for the consoles. The Xbox One will receive mod support in May, with PlayStation 4 getting it in June. Any mod posted to Bethesda.net can be downloaded on your console of choice, while anything not shared there is PC-only. Bethesda did say some mods won't be allowed on Bethesda.net and the consoles, but for the most part any you can find on the Nexus will more than likely be available on all platforms. The Creation Kit is still considered an open beta, so features may change over time, but it's nice to have the official tools either way. Now we can see what kind of mods and creations await us, along with the Far Harbor DLC next month and whatever else Bethesda has planned later this year.

HTC Offering Support for VR Development
HTC is planning to help speed up the adoption of its virtual reality headset, the Vive, by launching an accelerator program for startups interested in developing VR technology. The program, known as Vive X, is starting with a pool of $100 million and is taking applications in Beijing, Taipei, and San Francisco. The goal of the program is "to offer mentorship, help securing investment, and access to VR tech, doing things like temporarily providing office space and hosting demo days for potential investors." HTC isn't doing this entirely out of the goodness of its heart as it will seek "a small amount of equity" in exchange for investments between $50,000 and $200,000. Its partnership with Valve in creating the Vive should put the device on a strong track in the gaming market, but the Vive X program could certainly help increase its presence in other areas.

Ashes of the Singularity Updated to Version 1.1
At the end of last month, Ashes of the Singularity exited early access with the release of version 1.0. The game is a massive RTS that leverages the features of DirectX 12 to allow large numbers of units to be rendered without the usual hit to performance. Today it has been patched to version 1.1, which has added new units, campaign options, maps, and more.
The next big update is to bring a deluxe version of the game's campaign, in-game voice narration, and more background to the world. Apparently the developers were surprised by the community's desire for more story, but are now eager to work on it further. Personally, I'm just looking forward to jumping in and trying the new content out.

Hybrid Batteries Improved With New Means of Making Electrodes
When it comes to storing electricity, the two main ways to do so are batteries or supercapacitors, which both offer their own advantages and disadvantages. Hybrid batteries try to combine the two to get the best of both worlds, and now researchers at PNNL have found a way to make them even better.
The advantage batteries come with is tremendous energy density for their size, while supercapacitors store less energy but can be very quickly charged and discharged, unlike batteries. Hybrid batteries contain both technologies by making the electrodes out of supercapacitors, so that one can have a fast charging and long lasting device. These electrodes can be made from carbon nanotubes and it has been discovered before that spraying polyoxometalate, or POM onto them can improve their performance by adding ions to the surface. The catch is that only negative ions are desired, but POM includes both positive and negative ions. What the PNNL researchers did is change the method of applying the POM to ion soft-landing, which allows for precise control over what is applied; in this case applying only negative ions.
The resulting hybrid batteries stored 27% more energy than those made by more conventional methods. They also only lost a few percent of their capacity after 1000 charge and discharge cycles, while the conventional hybrid batteries were at half-capacity by then. When the researchers closely examined the electrodes they found that the ion soft-landing method allowed the negative ions to more evenly cover the electrodes, while the positive ions deposited by other methods resulted in the material clumping up on the electrode. This also means less POM was needed to achieve optimal results.

ID Thieves Hijacking Accounts To Cash In On Bogus Warranties
You'd think it would be easy to bust criminals pulling scams like this. The warranty replacement has to be shipped to a physical address (house, apartment or P.C. box), why not start looking for the crooks there?

In a pre-online era, when we made most purchases in person, getting a warranty replacement on a broken product often required taking the defective item back to where you bought it. But now that we're all buying things online, a number of retailers are willing to ship you a replacement on the understanding that you'll immediately return the original item. ID thieves are taking advantage of this goodwill, hijacking customers' accounts and convincing companies to send them free replacements for items they never bought.

Supersized Drone Will Fly People Anywhere
Even though this company swears this supersized drone will be commercially available in 2016 for under $300k, something tells me the FAA will have a thing or two to say about flying around in one of these.


We were shown an early video of the 184 flying, but it wasn't clear whether a human was on board, and perspective seemed off. It's also a bit suspicious that we were told it wasn't possible to see it working at the event in Vegas due to unspecified legal reasons (not even indoors or tethered). It all seems very mysterious, and we're not entirely sure it's possible, let alone advisable. Still, it's a cool idea none the less.

Microsoft Pulling The Plug On IE 8, 9, and 10 Next Tuesday

DDR4 Memory Down Nearly 40% In 6 Months, Expected To Continue
Lower demand and thinner fabrication processes have resulted in falling prices for memory that include DDR4, which "cost less than DDR3 modules cost a year ago and continue to get more affordable."

There are two key reasons why computer memory is getting more affordable. Firstly, demand for DRAM is not high these days. Secondly, makers of memory chips are transiting to thinner process technologies, effectively increasing their output. Since supply exceeds demand, prices are getting lower. Sales of personal computers as well as tablets dropped this year, which decreased demand for DRAM by the industry.

As a Target fanboy who has really taken a liking to their mobile apps, I'll be following this with some interest, although NFC strikes me as being more practical than scanned codes.

Target does not accept any type of mobile wallet in stores, but takes Apple Pay in its mobile application. The Minneapolis-based retailer is planning to integrate its wallet into its existing mobile application and does not intend to employ the wireless near-field communication technology used by the likes of Apple Pay and Android Pay, one of the sources added. It is leaning toward using QR code technology, used by Starbucks Corp and Wal-Mart, which allows customers to scan a code at the payment terminal, the sources said.

NVIDIA Relaunches SHIELD Tablet
NVIDIA launched the original SHIELD Tablet as its foray into the mobile gaming market, but it was hit with a recall in July due to overheating batteries causing a fire hazard. The device was removed from the company store at the time and has now been relaunched under the SHIELD Tablet K1 branding. The K1 remains similar to the design of the original tablet with the exception of a new battery, silicon grips, and a removed LTE option. The K1 retains a Tegra K1 chip, 1920x1200 resolution, ten hours of battery life, and dual 5-megapixel cameras. NVIDIA also cut the price by $100 from the original tablet, giving the K1 an MSRP of $199 for the 16GB model.

Laser Used to Cool Water for First Time
Lasers are a really cool technology that enables all kinds of other technologies and experiments. One thing fairly consistent with lasers is that they heat the targeted object up as the beam continues to strike it. Researchers at the University of Washington have changed that though, by actually cooling water by 36 ºF with an infrared laser.
This refrigeration effect was first demonstrated at Los Alamos National Laboratory in 1995, but in that case vacuum conditions were required. What the Washington researchers have achieved is under real-world conditions though, so it has many possible applications. It works by aiming the laser at a microscopic crystal that has been suspended in the water, or other liquid. When the crystal is hit by the light, it emits a glow, but this glow puts out more energy than the laser is providing. The extra energy therefore comes from the crystal's environment; the liquid it is suspended in.
This discovery has many applications, including in biology as it could allow lasers to precisely cool various cells when undergoing different processes. It could even be deployed to cool objects like computer chips. Currently though, the process takes a lot of energy, so the researchers are going to continue to work on ways to improve its efficiency.

Titan Becomes World's Largest GPU-Powered Visualization System for Scientific Discovery
Thanks to our Tesla Accelerated Computing Platform, researchers can now run computations and visualize the results on the same GPUs in a single system — either simultaneously ("in-situ") or separately. And Titan, the U.S.'s most powerful supercomputer, now holds the title of largest GPU-accelerated visualization system in the world. That's a major step forward. Researchers worldwide run high-powered supercomputer simulations to understand how the galaxy formed, how the human brain works and more. Then they create visualizations of their work to gain new insights.

Until recently, researchers did this work on two different systems. They used one for computation (running the science application). Then they switched to another to render the results visually. It could take days or weeks to complete the simulation before they could visualize it. And depending upon the configuration of the data center, this could require moving massive amounts of data from the simulation system to the visualization system. During this process, if researchers found an error or a parameter changed, they would have to re-run the entire simulation and render again. It's an arduous process that could delay scientific results.

Overstock.com Has A Bunker Full Of Gold, Silver, And Food In Case Of Financial Collapse

Why are so many game companies implementing microtransactions despite the massive negative feedback from their fan base?

If you haven't been following this story, here's the quick version: Payday 2's developers once declared the game would never get microtranscations. Then, it did! After racking up the year's best per-screen average in its opening weekend and doing strong business in limited expansion, "Steve Jobs" hit a stumbling block in its national release. It debuted to a measly $7.3 million, only a little more than the $6.7 million that "Jobs," a critically derided film about the iPhone father with Ashton Kutcher, made in its initial weekend. Going into the weekend, some tracking suggested that the picture would do as much as $19 million.

Jim Keller To Join Samsung As Chief Architect Claims Source
According to the rumor mill, Jim Keller has reportedly joined Samsung as chief architect after leaving AMD just over a month ago. I'm not sure what kind of arrangement Mr. Keller had with AMD, or if he had a non-compete clause, but this seems awful soon for him to be joining another company.

Keller will be joining Samsung's R&D centers in Austin, Texas as chief architect and will undoubtedly help the company further improve its mobile hardware offerings. After all, even though Samsung managed to gain quite a lead for itself with the debut of the 14nm FinFET for mobile processors, its competitors including TSMC are eager to catch up and are quickly developing their responses as well.

New York Probes Broadband Speeds
Don't most ISPs get around this by using wording like "speeds up to" or some such? I know my ISP says "speeds up to 300Mbps" and I normally get 225 - 250Mbps on any given day.

The New York attorney general is probing whether three major Internet providers could be short-changing consumers by charging them for faster broadband speeds and failing to deliver the speeds being advertised, according to documents seen by Reuters.
