Aside from industry analysts, exactly who was expecting an uptick in Windows 8 upgrades now that support for Windows XP is coming to an end?
An expected uptick in PC or operating system upgrades ahead of the scheduled end of support for Windows XP on April 8 has yet to materialize. After April 8, Microsoft will no longer provide security updates or technical support for Windows XP, leaving users vulnerable to computer viruses and other malware.

Cell Phone Unlocking Bill Passed, And It's A Total Sham
Damn, the first part of this headline got me all excited. The second part...not so much.
So something finally happened on the cellphone unlocking issue we've long discussed here in WIRED. Almost a week ago today, the U.S. House of Representatives passed legislation that could make it legal again. Unfortunately, the resulting Unlocking Consumer Choice and Wireless Competition Act (H.R. 1123) has been so neutered by special interests that consumers would probably be better off if it had not passed at all.

Seventy one percent? Hopefully internet service providers out there are listening to this and keep their grubby mitts off the internet.
Seventy-one percent of respondents to a survey* conducted by the Consumer Reports National Research Center said they would attempt to switch to a competing Internet service provider (ISP) if their provider were to try to block, slow down, or charge more for bandwith-heavy services such as Amazon Instant Video, Netflix, Pandora, and Skype. EFF To Courts: Warner Bros. DMCA Abuse Records Should be Unsealed
What are the odds of the courts siding with the EFF on this case? I'm not saying the courts won't unseal the records but the justice system has a tendency to side with the big studios.
When Hotfile settled with the MPAA last year, the file-hosting service also agreed to drop its DMCA abuse case against Warner Bros, keeping crucial records hidden from the public. The EFF doesn't believe the movie studio should get off the hook that easily, so has asked a federal court in Florida to unseal the applicable court records.

The National Health Service (NHS) of England has come under fire lately amid plans to share patient data with researchers and private companies, and today's revelation will only pile on the privacy concerns. The Guardian reports that the entire patient database for the NHS has been uploaded to Google servers.

3D realms has been acquired by a Danish investment firm. The biggest shocker? I had no idea 3D Realms was even still around.
We have the follow-up to the surprising news from yesterday about the acquisition of Apogee/3D Realms. The official press release clarifies that the purchaser is in fact SDN Invest, a Danish investment firm behind Interceptor Entertainment (the initial reports said Interceptor was the buyer), and also clarifies that the acquisition includes Apogee Software, Ltd d/b/a 3D Realms, but not Apogee Software, LLC.
