New York Senator Introduces The BRAINS Act
Don't you find it a bit hard to believe we don't have enough talent in the U.S. to fill the needs of Silicon Alley? Also, does anyone else hear a zombie voice when they read "BRAAAIIINS?"
The legislator hopes to increase the number of qualified tech workers by reforming U.S. immigration policy -- something many have attempted in the past. Schumer plans to introduce a bill Wednesday called the Benefits to Research and American Innovation through Nationality Statutes Act -- the BRAINS Act, for short. It will start a two-year pilot program to designate 55,000 new green cards each year for foreign-born STEM students graduating with advanced degrees from U.S. schools and will reduce the red tape to obtain a student visa.

Pirates Hid Servers Inside ISP Network
Where is the best place to hide your servers if you are running a warez site? I'm not sure but you can scratch "your local ISP" off the list.
This week a court has been hearing how a group of movie and TV show pirates ran a so-called 'Scene' topsite. The individuals, mainly employees of ISPs in Finland, allegedly hid their operation inside their company's networks and rerouted monitoring software so that the existence of the server wouldn't be uncovered.

German Government Tells Public To Stop Using IE
Attention citizens of Germany! Do not use up-to-date antivirus software. Do not use a firewall. Do not set Active Scripting to "prompt" or attempt to protect yourself in any way. Just get the hell off the internet now, before the bad people can get you.
"A fast spreading of the code has to be feared," the German government's Federal Office for Information Security, or BSI, said. The BSI recommended that users access the Internet using alternative Web browsers until Microsoft's security update becomes available.

Microsoft Announces Increase in Quarterly Dividend
Microsoft Corp. today announced that its board of directors declared a quarterly dividend of $0.23 per share, reflecting a 3 cent or 15 percent increase over the previous quarter's dividend. The dividend is payable December 13, 2012 to shareholders of record on November 15, 2012. The ex-dividend date will be November 13, 2012.

BioWare Co-Founders Retire
The co-founders of BioWare jointly announced their retirement today. Both men say they are leaving the gaming industry altogether, presumably to roll around in piles of cash for the rest of their lives.
After nearly two decades in videogames, I've decided to move on to pursue an entirely different set of challenges. This has been an incredibly difficult decision to make; after thinking about it for many months, I made the decision to retire from videogames back in early April 2012 – at that time I provided six months' notice to EA, to help enable a solid transition for my teams at BioWare.

Microsoft Facing EU Antitrust Complaint on Browser Choice?
Again? I could have sworn Microsoft went through all this back in 2009.
EU Competition Commissioner Joaquin Almunia said in July that Microsoft may have misled regulators by failing to display a browser choice screen to users of the Windows operating system since February 2011. The world's largest software company blamed a technical error for not showing the screen to some users and offered to extend until March 2016 a commitment to show it.

Groups File Complaint Against AT&T for Blocking FaceTime
It looks like things are just getting worse for AT&T and this whole FaceTime debacle. You'd think the company would relent and quit blocking FaceTime, especially since its competitors allow it for free.
"AT&T's decision to block FaceTime unless a customer pays for voice and text minutes she doesn't need is a clear violation of the FCC's Open Internet rules," said Free Press Policy Director Matt Wood. "It's particularly outrageous that AT&T is requiring this for iPad users, given that this device isn't even capable of making voice calls. AT&T's actions are incredibly harmful to all of its customers, including the deaf, immigrant families and others with relatives overseas, who depend on mobile video apps to communicate with friends and family."
