Facebook To Halt Tracking Non-Facebook Users In Belgium
In an effort to comply with a recent court ruling in Belgium, Facebook will now only track users that are logged into their accounts. Facebook plans to appeal the ruling but has decided to comply in the mean time to avoid massive fines.

The company's action means Belgians will have to log into Facebook before they can see Facebook pages, forcing them to create and sign into an account if they want to view the pages or related content. Previously non-users could view public Facebook pages from sports teams, celebrities, tourist attractions and businesses without needing to log into Facebook.

Cox Willingly Failed To Disconnect Pirating Subscribers
It looks as though Cox has suffered another setback in its case against BMG Rights Management. District Court Judge Liam O'Grady ruled that Cox forfeited its DMCA safe harbor protections after failing to terminate the access of repeat copyright infringers.

District Court Judge Liam O'Grady has just issued a detailed memorandum explaining why Cox isn't entitled to a safe harbor defense. He ruled that Cox willingly failed to disconnect repeat or flagrant 'pirate' subscribers, a decision that could have an enormous impact on all U.S. Internet providers.

Windows 7 PC Users Refusing To Move To Windows 10
A new report claims that Windows 7 users are refusing to upgrade to Windows 10. As you know, that is the opposite of what was being reported just last week. I guess it all boils down to where you get your numbers from. Thanks to Executioner for the heads up!

In November, 56.1% of PCs on the Internet were running Windows 7, Net Applications reported Tuesday. The figure has remained stubbornly high since the Windows 10 launch. It was 57.7% in August, 56.5% in September and 55.7% in October. Meanwhile, the percentage of Windows 8 PCs in use rose last month. Windows 8 accounted for 14% of PCs on the Internet in November, compared with 13.2% in October. In June, before the release of Windows 10, Windows 8 had 16% market share, Net Applications said.

DHS Giving Firms Free Penetration Tests
The Department of Homeland Security has a new program called the National Cybersecurity Assessment and Technical Services that will test your computer and network defenses against real-world attacks for free. The DHS' Risk and Vulnerability Assessment service tests everything from databases to operating systems and even social engineering as well.

The U.S. Department of Homeland Security (DHS) has been quietly launching stealthy cyber attacks against a range of private U.S. companies — mostly banks and energy firms. These digital intrusion attempts, commissioned in advance by the private sector targets themselves, are part of a little-known program at DHS designed to help "critical infrastructure" companies shore up their computer and network defenses against real-world adversaries.

Yahoo Board To Weigh Sale Of Internet Business
According to anonymous sources, Yahoo's board is meeting to discuss whether to move ahead with finding a buyer for its core business, spin off its investment in Alibaba or both. Who has the kind of money to plop down on Yahoo's internet business? The article says that it would most likely be private equity firms.

The company will weigh the decision to sell its core business during a series of meetings from Wednesday to Friday, according to the report, which cites anonymous sources. During those meetings, everything apparently is on the table. The company will discuss whether it will continue with its plan to spin off its stake in the Chinese e-commerce giant Alibaba, worth more than $30 billion. Or it could sell its own Internet business. Or it could do both.
