French 'Three Strikes' Piracy Law Faces Major Reversal
The French government is rethinking the 'three strike' policy imposed by then-president Nicolas Sarkozy as a solution to the country's rising Internet piracy rate. After three years of study of the system, the 'three strike' rule was deemed ineffectual and recommended shutting down the agency in charge.

While Hadopi has sent out hundreds of thousands of warnings to those suspected of being pirates, only a handful of cases have reached the third and supposedly final stage. Several of these were thrown out by the courts; others resulted in fines or suspended sentences.

CBS Acquires All of TV Guide Digital
CBS has announced the network has completed the takeover of TV Guide Digital by purchasing the remaining 50% share of the holdings from Lionsgate. CBS has stated that the company feels the potential of TV Guide Digital has not been fully explored and will continue to expand its comprehensive information and programming capabilities.

The media giant now has full control of both TVGuide.com and the TV Guide Mobile apps, both of which are folding into CBS Interactive's Technology, Games and Lifestyle division.

This is just wrong on so many levels and is a gross misuse of Internet memes. You've seen him everywhere on the Internet and now, the iconic Grumpy Cat is getting his very own movie. Life isn't fair and who knows, this could be Oscar material.

The unnamed Grumpy Cat project is described as a "Garfield-style feature film," referring either to the oft-remixed comic or the terrifying live-action adaptation, and Grumpy Cat will apparently be given "the power of speech."

Belarus Becomes World's Top Country ... for Spam
Belarus has the dubious distinction of holding the world crown for the biggest source of global Spam. The climb for the crown, which used to belong to the US, began in earnest around the middle of April and has been rising steadily.

Belarus now accounts for 16.3 per cent of the world's spam, compared to 15.1 per cent from the US and 7.45 per cent from the Ukraine, according to exclusive figures produced for The Register. China accounts for 5.78 per cent of the world's spam-relaying.

Maine to Enact Law for Cell Phone Tracking
If adequate funding can be appropriated, Maine could be the first state in the US to require obtaining a warrant to track cell phones or any form of GPS trackable hardware. The bill has passed both the Maine House and Senate and is supported by the ACLU.

The Senate, which voted 20-15 to support the bill, will take up final action on the bill in the coming days, though the bill's fiscal note of about $234,000 during the next two years might lead to its demise unless the Legislature can find funding.

Intel's Atom Brand Getting a Makeover
Intel is reportedly giving the Atom chip a boost and dropping the Atom branding to distance the chip from its older, slower cousin powering many netbooks. Atom is out, Silvermont is in.

The chipmaker's reasoning is that some variants of Silvermont now offer performance comparable to current mainstream Celeron and Pentium. That's quite different from the Atom of old, which had a reputation -- particularly in Netbooks -- for being slow.

Space Plane's Secret Mission Hits 5-Month Mark
Now would be the perfect time to dust off those tin foil hats and debate what the secret mission of the X-37B space plane has been for the past five months. The Air Force has not offered any information on the mission and will not comment on ongoing operations.

"In that it gives the U.S. military more flexibility in our space operations in terms of both launch and surveillance. It fills an interesting gap between what traditional spy planes and spy satellites can do."

Oracle Reveals Plans for Java Security Improvements
Java has a serious security problem and Oracle knows it, so the company is taking needed steps to deter further malicious intrusions by strengthening security protocols and increase the Java patching schedule to coincide with other company products.

In the future, Oracle will explore stronger measures to further reduce attack surface including the removal of certain libraries typically unnecessary for server operation. However, those changes are likely to come in future major versions of Java since introducing them now would violate current Java specifications.

Texting While Driving Banned in Florida
As of October 1st, texting while driving in Florida will net you a ticket. Florida is now part of a growing number of states that are taking actions against drivers who text while in motion. As compared to most other states, Florida's law is quite tame since it is a secondary offense, but repeated offenses will begin to drain your wallet significantly and also raise your insurance rates.

With Florida's law going into effect by the end of the year, texting and driving has now been banned in 10 states, including California, Connecticut, Delaware, Maryland, New Jersey, New York, Oregon, Utah, and Washington

Windows 8 Will Surpass Vista's Market Share in June
If all factors remain fairly constant, Windows 8 is poised to pass Vista in usage sometime in June. Windows 8 is on the rise (albeit slowly) and Vista is in steady decline, putting Windows 8 in the number three position in the Windows lineup of operating systems.

Put another way, around the middle of June, Windows 8 will surpass Windows Vista as the third most popular operating system variant in the world. It's taken longer than expected, given soft sales of Windows 8 and a slowing PC market, but now around 7 months into its life, the new version of Windows is about to claim its first victim.
